On-Site Safety Leader – Keeping Projects Protected & Productive

Job Purpose

To implement and maintain the HSSE management system (HSSE-MS) across the assigned project, and to ensure that project HSSE requirements are being met.

Job Responsibilities

  • Communicate the Health, Safety, Security (HSSE) and Environmental requirements to supervisors and workers on sites and other ARP locations.
  • Implement and maintain the ARP HSSE systems and procedures in assigned work locations.
  • Advise the concerned stakeholders on the applicable HSSE legislation which affects the scope of ARP's workplace.  Assist stakeholders in ensuring compliance thereof.
  • Review method statements to perform appropriate risk/impact assessments and communicates the same to the relevant stakeholders.
  • Audits the HSSE documents and ensures that they are up to date and maintained in line ARP-HSSE documentation requirements.
  • Conducts HSSE induction of all new entrants to the concerned workplace.
  • Conducts HSSE induction of all new entrants to the concerned workplace.
  • Conduct daily inspection of the workplace to ensure that the employees are being provided a risk-free and hygienic workplace. This includes checking the welfare facilities, scaffolding, materials, equipment, tools, etc. to know if they are safe to use and meeting requirements.
  • Issues permit-to-work, monitors and controls the same in line with the established procedures.
  • To verify subcontractor HSSE system compliance by conducting audits on subcontractor activities.
  • Prepare and submit the monthly HSSE inspection reports to the Project Manager/Construction Manager. Prepare and submit monthly 12.HSSE report to the HSSE Manager.
  • Investigate incidents in coordination with the site team, prepare report with root cause analysis, propose appropriate corrective actions and evaluate the effectiveness of the proposed corrective actions.
  • Implement the emergency preparedness plan and assist the Project 14.Manager and the construction team in handling emergency situations.
  • Conduct regular planned weekly HSSE Meetings with the concerned 
  • Ensure security personnel is available at the site as per the requirement and provide all necessary support.
  • To support the security personnel in daily inspection to prevent unauthorized entry/exit of personnel, equipment and materials.
  • To ensure proper usage, maintenance and storage of all HSSE related equipment, accessories and signage.
  • To ensure that all HSE related documents, equipment, accessories and signage are accounted, packed, transported and stored in safe location after the end of each project.
  • Supervise Junior HSSE Officer,HSSE Inspector, Security coordinator, Security staff and scaffolding team (in terms of personnel allocation).
  • Any other additional responsibilities as stated in the QHSE management systems documentation
  • Perform other duties that may be assigned from time to time

Job Requirements

Qualification

  • Bachelor’s degree in any discipline preferably science.    
  • IOSH or equivalent  or ( Basic level NEBOSH)

Experience

  • Minimum 3 years’ experience in similar function out which one year in construction industry
  • Exceptions to the specifications may be considered at management discretion depending on candidate's over-all potential, proven track record or any other needs that may arise.
