Emirates Electrical Engineering is a specialized business platform that provides comprehensive turnkey solutions combining development, financing, construction and operation of solar rooftops for commercial and industrial building in the UAE, also a responsive and flexible organization dedicated for the design and construction of turnkey electrical power projects such as High Voltage Substations, Cable Networks and Transmission Lines.
Job Purpose
The incumbent will ensure and coordinate the health and safety measures for every project which includes safety management during the construction and equipment installation at the project site. He is responsible for leading the team of HSE Engineers / Officers, monitoring health and safety requirements at site and highlighting the same to the Project Managers, Site Manager and Site engineers.
Job Responsibilities
Safety Management
- Manage the team of HSE officers and Engineers in Projects.
- Effectively manage and monitor the safety management of Projects which includes the safety review of First aid and welfare arrangements
- Coordinate in issuing safety objectives and targets for the projects and set up systematic HSE management procedure
- Ensure that no restricted or prohibited substances are used at the construction sites
- Be the interface with governmental organizations, authorities and clients for HSE related reporting, permits, approvals, etc.
- Liaise with HSE Manager in issuing the safety regulations for construction sites and contractors/suppliers working on site, disciplinary rules and penalties in case of violation of the safety rules and regulations
- Identify safety indicators and update them in dashboard, report in due time to the project team and to company management
- Communicate safety policy and information on new sites, promote safety marking and signs, display signs and boards with policy, objectives, indicators, action plan in progress, etc. and update and monitor them continuously
- Ensure strict compliance of the project activities to legal and local regulations
Induction and Training
- Coordinate and set up safety induction training in site before assiming the work
- Organize regular management meeting with contractors to coordinate safety related issues
- Distribute safety related articles to the project team and to visitors according to rules set by the government and the company
Safety Procedures Implementation
- Ensure the Safety Roadmap in the new projects, such as:
- Create risk analysis for each working position during construction with the contractors/ subcontractors / suppliers, establish related action plan for immediate safety improvement and corrective action, safety procedure for each working position
- Organize several of safety communication campaigns to cascade safe culture down to employees, collect the feedback and solve their complaints if any. Fire fighting checking plan, training, emergency actions
- Organize regular industrial hygiene monitoring and report occupational medical check of employees, correct non-compliance if any
Inspection and Safety Review
- Monitor all abnormal events (near misses, incidents, accidents, and draw lessons out of experiences for improvement action) and report immediately
- Prepare safety management review, participate in planned inspections, internal or external audits, and supervise corrective actions
- Identify the potential risks and develop and implement corrective action plans
Reports and Project Review
- Prepare and issue weekly HSE flash report and Monthly Projects HSE review reports
- Support the project team in other fields where the candidate could have some particular experience/skills
Job Requirements
Qualifications
- Bachelor in Safety and or Environmental Engineering or Any Engineering Stream. Or Diploma in health and safety from a recognised university
- NEBOSH certification/ NEBOSH Diploma
- Any Master’s degree in environmental/safety Engineering will be preferred
Experience
- Minimum 5 to 7 year of relevant experience in the industry. 3 year of supervisory experience is desired. Should have worked in the similar environment for minimum 2 years.
Knowledge & Skills
Good understanding of safety rules, regulations by authorities & client and able to prepare risk assessment.
Should be assertive and possess good convincing skills.
Use of office software as necessary for reporting and communication.
