Job Purpose

To assist in managing the contractual and commercial issues including performance and monitor the contract agreement conditions and cost control at the design, tender and construction stages up to the project handing over.

Job Responsibilities

  •  Assist the Project Development Department in the overall Commercial & Contract Management of Development Projects
  • Prepare Cost Plans/ Budget based on the high level requirement of the Company
  • Assist in the preparation of Request for Proposal (RFP) and monitor the entire solicitation process including Prequalification, Expression of Interest, Non-Disclosure Agreement (NDA), RFP floating, Queries & Responses, Negotiation Meetings etc for the procurement of Consultants
  • Review all Architectural, Structural and MEP drawings and monitor against an approved Cost Plan/ Budget and assist in tracking any changes or discrepancies
  • Prepare/review quantity take offs based on drawings & specifications
  • Coordinate with the Finance for the process of payments
  • Assist in monitoring the Contractual issues related to the project at all stages
  • Review Tender Documents (Conditions of Contract, Instructions to Tenderers, Subcontract Conditions of Contract and BOQs), proposed & prepared by the Consultant
  • Review tender clarifications prepared by the Consultants; ensure that Consultants provide proper analysis in line with AARP
  • Review and advice on Tender Evaluation/Analysis reports
  • Assist in Reviewing / preparing Consultancy Services Agreements
  • Assist in the preparation of Contract Documentation
  • Review and certify all payments and Claims related Consultants, Contractors, Suppliers, etc.
  • Prepare the Anticipated Cost Reports (ACRs) for each project and keep them updated on monthly basis (or as required)
  • Review and advise on all project’s related insurances (CAR, WC, etc.)
  • Review and advice on the Contractor’s guarantees and bonds (performance bond, advance payment bond, etc.)
  • Attending meetings whenever required
  • Respond to all instructions given by Senior Management

Job Requirements

Qualifications

  • Minimum qualification of Bachelor’s Degree in the field of civil engineering or Quantity Surveying or Construction Management

Experience

  • Min. 12 years work experience in Quantity Surveying or Estimation wtihin building projects
  • At least 5 years of experience working with a consultancy or developer in UAE/Dubai
  • Experience in using any quantity take off/ cost management software

 

Knowledge & Skills

  • High knowledge in international contractual regulation and standards like FIDIC
  • Organizing and coordination skills
  • Knowledge of construction, building design, practice and techniques
  • Ability to foster a cooperative work environment
  • Ability to review construction drawings and coordinate multiple projects from start to finish.
  • Mathematical skills. Ability to work with mathematical concepts
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Reasoning Ability
  • Ability to define problems collects data, establish facts, and draw valid conclusions
  • Ability to interpret extensive variety instructions and deal with several abstract and concrete variables
  • Proficient user of Microsoft software packages, including MS Word, MS Excel and MS PowerPoint
